docs: rewrite README as a proper open-source landing page

The root README read more like internal docs than a project homepage — no badges, no tech stack overview, no contributing guidance, and poor visual hierarchy.

Changes

Header & badges

• Centered title with tagline
• CI, Sanity Tests, Python 3.10+, MIT License, and Open Source shields.io badges
• Category tagline: DevOps Automation · AI-Assisted Infrastructure · GitOps · SRE Tooling

Tech Stack section

• for-the-badge icon badges grouped into: CI/CD & GitOps, Kubernetes & Infrastructure, Observability, Languages, AI Integration

Structure improvements

• Feature highlights moved to a scannable table
• Repo layout replaced with an ASCII directory tree
• Quick Start consolidated from 6 loosely related steps into 5 grouped, numbered steps
• Dev Container wall-of-text + raw JSON collapsed into a <details> block with a tools summary table

Docs & contributing

• Documentation table entries decorated with emoji icons for faster scanning
• Added a proper Contributing section (fork → branch → commit → PR)
• Added License section and a centered attribution footer
