Reuse existing healthy session instead of recreating them, preventing "Control process initialization timeout" when the same session ID is requested concurrently.

Reuse existing healthy session instead of recreating them, preventing "Control process initialization timeout" when the same session ID is requested concurrently. Also update wrangler version so we can use the bigger instance types for the example app.
