Update dependencies

This is an automated pull request for updating the dependencies of workerd.

I've now reviewed all the changes in this PR:

Summary of changes:

1. GitHub workflows (3 files): opencode_version bump 1.4.6 -> 1.14.28
2. Bazel build deps: apple_support 2.5.3 -> 2.5.4, rules_cc 0.2.17 -> 0.2.18 (minor/patch bumps)
3. capnp-cpp: Commit hash update — 3 commits: Bazel 9.1.0 build update, cap.debugInfo() feature, and marking a test as large. All non-breaking.
4. simdutf: v8.2.0 -> v9.0.0 — major version bump but no breaking API changes (only adds C++17 requirement which workerd exceeds with C++23, adds new features, no removals)
5. Rust Cargo.lock: Patch-level bumps for cc, data-encoding, idna_adapter, libc, swc_ecma_parser, swc_ecma_transforms_typescript

All changes are straightforward dependency version bumps with updated hashes. No API changes, no behavioral changes, no security concerns. CI is still pending but the changes are mechanical.
