feat(local-explorer-ui): Added initial data studio

Fixes DEVX-2415.

Adds an initial version of the data studio, with D1 and Durable Object support, to the new local explorer UI package.

Local Testing

1. pnpm install to install new dependencies
2. cd packages/local-explorer-ui & run the dev script
3. Navigate to http://localhost:5173/cdn-cgi/explorer/
4. Click on DB in the sidebar under "D1 Databases"
