[create-cloudflare] Unquarantine Next.js experimental e2e test and increase timeout

Depends on #12842.

Reverts the quarantine of the Next.js experimental (workers platform) e2e test and increases its timeout from the default 5 minutes to LONG_TIMEOUT (10 minutes) to reduce flakiness from slow CI runs.
