A short explanation of the proposed change:
Follow up of cloudfoundry/cloud_controller_ng#1585 to pass the new config parameter to to the bosh release and be able to write an ops file for this functionality.
Merge after cloudfoundry/cloud_controller_ng#1585 is released and integrated into CAPI-Release.
