CFv213 onwards allows for an optional password policy.
Service releases which use the cf-test-helpers suite should
be able to overwrite the suite's default password (meow) to
avoid failure.

Hey there @Callisto13

We noticed that your PR is against master. We have a develop branch centric workflow. No worries though, we will update your PR to be against develop. We also saw your cf-test-helpers PR and we'll include these changes along with updating to use the cf-test-helpers code and get it merged in.

Thanks again for the PR.
