i18n support

In looking at how i18n support could be provided for buildpacks, one option that was considered was to try to make use of the i18n gem. However, as there is no mechanism via which to install additional gems when a buildpack is invoked, during staging, then an alternative is needed.

@pradine What exactly are you looking to internationalize? What outputs specifically, and what requirements other than simple localized message replacement are you looking for?
