Updated Azure.Storage.Queues to 12.25.0 in Arcturus.EventBus.AzureStorageQueue.csproj and Azure.Storage.Blobs to 12.27.0 in Arcturus.Extensions.Configuration.AzureStorageBlob.csproj for latest features and fixes.
Updated Microsoft.Extensions.*, EF Core, and Sqlite NuGet packages to latest patch versions (10.0.1/9.0.11). Removed net8.0 from target frameworks in Directory.Build.props; projects now target only net9.0 and net10.0. No functional code changes.
