test(core): add tests for MergePluginAndPluginOptionValueSlice

this function is used to merge the defaults
set in a PluginDefinition as PluginOption
with the Plugin's PluginOptionValues.

Tests are added to validate core functionality
as well as some edge-cases such as clearing
a map/slice
