chore: Implements track-by and selection-tree utils

The selection-tree util is ported from: cloudscape-design/collection-hooks#126, as per this suggestion: cloudscape-design/collection-hooks#126 (comment)

The track-by util was also added as a dependency and exported too - to deduplicate the code with collection-hooks and also components.
