Add some notes for RTCW/ET's cgame UI open popup and close popup.
Not going to add rtcw limbo chat system calls, just for passing some strings from cgame to ui. Which I believe can be done using a ui console command.

note: RTCW/ET's game/cgame trap_FS_Write returns bytes written.
