docker compose up -d backend error

When running clowder using docker compose (dependencies plus frontend and backend) this error shows up in the backend.

GET /api/v2/licenses/standard_licenses/all HTTP/1.1" 404 Not Found

When creating a dataset, things break when you get to where you should be selecting a license.

Checking inside the backend container, there is no router for licenses. The tag for the backend image probably just needs to be changed to a later release.
