Not sure if there is a minimum Windows version, but this is needed on newer versions of Windows 10 (1903+) with the new Windows Terminal application.
Don't clobber previous console mode flags. Just ensure that the ones we need are set. This preserves VT_ENABLE_PROCESSING that is set by the host cmd.exe by default.
