This PR provides the full documentation for TF AOT in CMSSW.
The first non-IB CMSSW release providing full AOT support will be
14_1_0_pre3which is going to be available in 2 ½ weeks. We wanted to provide the documentation early on for internal review, so that it can be made public alongside the release. Until then, it should remain in draft mode, although being ready for review today.The PR also contains small updates to the Docker image to enable features used in the AOT docs (mostly an animated terminal display).
