suggest TAB presence in sync between foundations technical committees

At the offsite TOC/TAB discussion in Kubecon EU:

there was a suggestion to have regular checks/syncs between the different TCs in different foundations, in particular PyTorch, AAIF, CNCF.

On our April 13th meeting we discussed that the TAB representation could also be a good addition to those meetings. We should check and track with the TOC.
