Enforces 1-hour cache TTL on every outgoing request, bypassing client-side should1hCacheTTL() gating. Versions 1.6.0–1.6.4 shipped during the April 8–10 cache investigation sprint: fresh-session sort fix, identity normalization, output efficiency rewrite. See CHANGELOG.md for per-version detail.
