- Only rebase PRs on conflicts, not whenever behind base branch
- Fix matchManagers from "bazel" to "bazel-module" (old rule wasn't matching)
- Add conservative policy for prod deps (bazel_skylib, platforms, rules_cc): 90-day minimum release age + quarterly schedule to minimise downstream churn
- Explicitly enable dev deps in MODULE.bazel with automerge
