Add "Proof of Attendance" type

this will support GSO in rolling out a new online meetings feature to Meeting Guide - they are aligned on us adding this type to the spec and to TSML

type comes from Online Intergroup - they originally added this type many years ago

this has been in the "Proposed New Types" section for a little more than a year
