Include inactive meetings in filters

currently we don't add inactive meetings to filters. we should start doing that, but we should not display filter options when every meeting for that filter is inactive

for example, if all our Outdoor meetings are inactive, we shouldn't show Outdoor as a filter option

however if we have one or more active Outdoor meetings, then filtering for Outdoor should show all Outdoor meetings, both active and inactive
