[Specialist/ General] incorrect user permissions in the "Comunitatea SUNRISE" section

Describe the bug
If the specialist user has "Are drepturi de modificare Profilul Organizației în Rețeaua Sunrise"=FALSE, they don't have access at the "Comunitatea SUNRISE" section (both Retea organizatii VD and Poriflul meu in retea pages)

Expected behavior
If the specialist user has "Are drepturi de modificare Profilul Organizației în Rețeaua Sunrise"=FALSE, they should have access only to Retea organizatii VD page.
If the specialist user has "Are drepturi de modificare Profilul Organizației în Rețeaua Sunrise"=TRUE, they should have access to both Retea organizatii VD and Poriflul meu in retea pages.
