Various tweaks to general section

- [x] Fix layout of text and button (looks strange)
- [x] Add info about DIGITAL HACKATHON somewhere (being put on Discord!)
- [x] Fix button hover (swap `a` and `div` probably)
- [x] Gallery arrow on hover affect bg-color not just arrow color itself
