Autocomplete removal or refactor #2445

Description of the issue 📄
Looking into our gems, I noticed we have rails4-autocomplete which hasn’t been updated in 12 years. Moreover, I don’t think it’s working whe I think it should be (i.e. the profile editing page).
I propose we remove it all together then, or rethink how this feature could work and reimplement it using more recent tools.
