Add init job that detects fork pull requests and conditionally skips privileged jobs that require secrets. Fork PRs bypass assembly signing and skip sonarcloud, codecov, codeql, and aws/azure integration tests. Regular PRs and pushes retain full job coverage.
Update nuget packages including aws sdk, entity framework core, test tools, and infrastructure components. Upgrade nginx base image in docfx dockerfile. Update changelog date to reflect service release.
