Move Committee Filter Higher in Hearings Search

Problem

We've received user feedback that the "Committee" filter for hearings is likely the most useful filter, but we currently have it way at the bottom of the filter list. To improve the user experience, we should move the hearings filter up the page to just below the Current Legislative Session/General Court filter.

The new filter order should be:

• Current Legislative Session/General Court
• Committee
• etc..

Success Criteria:

• Move the "Committee" search filter on the Browse Hearings page up so that it is the second filter from the top (just below the Current Legislative Session / General Court filter)
