Add bb document metadata update and filters

Summary

• Add bb documents update DOCUMENT_ID for manual v2 document metadata edits.
• Add metadata filters to bb documents list for type, jurisdiction, tax year, and status.
• Keep SQL inside DAO/service helpers and update docs/context.
