Move Base's recorded version from 0.1.0 to 0.2.0.

Scope

• Update the repo-root VERSION file.
• Keep the README version badge aligned with VERSION so the existing badge consistency test continues to pass.

Validation

• Run the focused version/badge test or the relevant BATS file.
• Run git diff --check.
