Simple Chakra host for Windows 10 UAP

Note: At this point contributions aren't supported

Building

1. Install Windows 10 RTM build
2. Install Visual Studio 2015 RTM - https://www.visualstudio.com/products/visual-studio-2015-downloads-vs

This is a basic Chakra host, currently with as little policy as possible. The ValueMarshaller infrastructure is probably the most out there thing, but it needs to be integrated with the host.
