Tasks: Display the number of idle tasks in the Tasks nav item #19323

User Story
As user, I want to know if I have tasks waiting for my input and how much, so I can address them.
Acceptance Criteria
- Displays the number of idle tasks in the navbar

Implementation Notes
Use the existing experimental tasks API for fetching the data. Once coder/internal#899 is completed we will need to switch to this API.
