tasks: define RFC for DevContainers w/ Tasks #1200
Description
We need to create an RFC for the "DevContainer w/ Tasks" PRD.
The RFC will cover two phases:
Phase 1:
Terraform-first approach: Allowing modules from the coder registry to be used with DevContainers via Terraform
Phase 2:
DevContainer-first approach: Allowing modules from the coder registry to be used with DevContainers via the DevContainer manifest
