Update Docker provider version in "Write Coder on Coder" template

The Write Coder on Coder template's Docker provider version needs to be updated to the latest version.

Tasks

• Identify the current Docker provider version used in the template
• Update to the latest stable Docker provider version
• Verify the template still works correctly after the update

We're using v3.0.2 at the moment, which uses the v20.10 of the SDK, which Claude tells me is mapped to API version 1.41, which aligns with the error message I received:

Error: Unable to read Docker image into resource: unable to list Docker images: Error response from daemon: client version 1.41 is too old. Minimum supported API version is 1.44, please upgrade your client to a newer version
on main.tf line 449, in resource "docker_image" "dogfood":

Error: Unable to create volume: Error response from daemon: client version 1.41 is too old. Minimum supported API version is 1.44, please upgrade your client to a newer version

Upgrading to v3.6.2 will put us at API version 1.49.

This is the last release that made it to the Terraform registry; see https://github.com/kreuzwerker/terraform-provider-docker/releases/tag/v3.7.0 note about GPG key.

I'm going to upgrade the template manually and see if I can provision a workspace.
