Unfortunately the logs above have expired, and I can't find any similar failures for this test on datadog in the last 3mo (pretty much all are duplicate migration-related failures).

Looking at the code, entitlements are always refreshed with a background context which only gets canceled when the server is closed. So I suspect the server has already been closed before the entitlements even got generated.

I did notice a bad switch in my code though but I don't think it solves the issue.

I'm OK with closing if we can't find logs and evidence of reoucurence and we've investigated the test. Flakebot will reopen if needed.
