Add a setting to toggle `--disable-autostart`

In Gateway and Toolbox we have a setting for it (called disableAutostart) and we default it to true on macOS so we should do the same here.

This is part of the coder ssh configs rather than the coder global configs. But this brings a good point about whether we should just allow passing any ssh flag or only the relevant ones like this (one by one).

Ooo yeah could be cool to have a coder.sshFlags that defaults with --disable-autostart (on macOS only if possible, not sure if VS Code lets us do dynamic settings like that though) and then users can remove it.

Sadly VS Code has no per-OS settings unless we ship two different VSIXs. We can detect if a setting has been modified or not and then manually write that flag for macOS but if the user resets the setting then it'll be cleared and our logic will keep adding it back on startup making the whole behavior clunky. We could use mementos instead to run this behavior once only on the first startup if we really want this.

Like the default is [] but in macOs we run a migration like modification on the first startup that writes [--disable-autostart]

Very unfortunate, in that case maybe we just default to --disable-autostart for all platforms.

BTW JetBrains toolbox extension has this along with an explicit toggle to disable auto start.

Do we still want the toggle/enum even if we have the array of SSH options? I know Toolbox has it but I'm not sure if those were added at different stages but adding them together can be confusing...
