Add Copy button for pre blocks for consistency with code blocks

Is your feature request related to a problem? Please describe.
If a user adds a <pre> element to indicate preformatted text, it looks similar to a code block, but without a Copy button.

Describe the solution you'd like
A Copy button in the same way as code blocks have.
