This PR improves the speed and resource usage when mapping CIDRs to a list of targets.
Marking draft as I haven't yet fully tested, but could use feedback on the patch and testing from those who are more familiar with the tool.
Now actually a fully fledged PR (unlike #120), and rebased against HEAD.
