Release 0.0.4

dask and distributed 2022.5.1 were released yesterday which contain a variety of stability improvements. I'd like to issue a new coiled-runtime=0.0.4 release this Friday which pins dask and distributed to their latest 2022.5.1 release.

Should we wait until we can add xgboost too, currently not working on v2 but there is progress on a fix?

Do you have a sense for how long the fix should take to be released? Certainly open to other opinions, but I'm inclined to not delay releasing coiled-runtime for the xgboost fix. If the coiled-side fix gets in and we can merge #131 before releasing, that would be nice, but I getting a new runtime release out which contains a fix for dask/distributed#5981 seems higher priority

Additionally, the next coiled-runtime release will drop support for Python 3.7 and add support for Python 3.10. I don't think the Python 3.10 part will be an issue, but I believe coiled still supports Python 3.7 -- so we'll need to address that. @dchudz @shughes-uk @ntabris does suggesting "If you're using Python 3.7, you need to use coiled-runtime=0.0.3" work from your perspective? If not, do you have other suggestions?

@jrbourbeau In that case I'd be ok not including xgboost for now. Once things are fixed on coiled, we can add it and test it accordingly. I agree that including dask/distributed#5981 is much higher priority at the moment.

FYI the (non-ideal) xgboost fix has been deployed, requires coiled=0.2.3 (on pypi, probably not yet conda-forge)

I know some new logic was recently added to coiled.Cluster to detect the version of coiled-runtime (if installed) and use the correct corresponding software environment (based off of coiled-runtime). Does coiled-runtime=0.0.4 dropping support for Python 3.7 cause any problems for that? I suspect not because users won't be able to install coiled-runtime=0.0.4 and Python 3.7 locally, but thought it was worth double-checking (cc @marcosmoyano)
