Add a build-cache job that compiles the workspace once with libpq
present, then all tutorial/example jobs restore from it. Eliminates
stale cache issues where binaries linked against a libpq that no
longer exists on the runner. Also adds libpq-dev to the release
workflow's linux wheel build.
