feat: update ai answer for public question 🔼

Description ✏️

This PR updates the way we respond to a public thread/question. Instead of sending a full LLM response, we'll instead just link similar threads. The pros of this include:

• The response is shorter and less overwhelming.
• This will remind our users to search before asking a question.

This PR also:

• Includes a footnote that links members back to our app's DM which should push them to ask questions to the chatbot.
• Excludes the current thread from being linked.
