Editor support for mill build files collapses when there are $file imports

After upgrading a large multi-file mill build from 0.10.x to the latest 0.12.x, I've noticed that most rich editor features fail as soon as there are $file imports.

I took some time to test out things in a minimal build (taking the example from the documentation verbatim), using Vscode and Intellij in different set ups.

It's not super detailed, but here are some findings :

It seems like a regression from previous mill lineages (in particular in IntelliJ).

In mill 0.13 the $file thing is gone in favor of package.
As for $ivy and $repo we should probably move to // using dep and // using repository instead.

It isn't. There's some discussion in #3062, but we haven't merged an implementation yet in any branch

Closing this since 1.0.0 won't have '$file` imports anymore, and instead allows direct references to helper file definitions
