Refine manifest status labels

Motivation

• Remove semantic overlap between top-level and per-release status wording so each release role is unambiguous.
• Preserve all paths, versions, CID placeholders, verb inventory, and other metadata while adjusting only human-readable status labels.

Description

• Update top-level status from current-canonical-https-hosted to published.
• Update active_release.status from current-canonical-https-hosted to current release.
• Update pinned_canonical_release.status from locked to pinned canonical release.
• Update historical_releases[0].status from locked to historical legacy release.

Testing

• Validate JSON syntax with python -m json.tool manifest.json >/dev/null and confirm it passed.
• Confirmed the modified manifest.json contains only the intended status label changes and remains well-formed JSON.
