Edge case around EndedAt time:
NMF tracks the metric “Number of units financed”. This is a static metric. The number is entered once per building. The metric has a start-at time (when the units were financed) but no end-at time.
NMF wants to report a running tally of the units they have financed.
We (Common Approach, Kate) do not know how to deal with that scenario in our data standard or in the Airtable rollup.
Currently, we aggregate by the EndAt time, assuming the SFI wants to aggregate all indicator reports whose EndAt time falls within a given year.
We could have the SPO report this metric each year, but that is not in the spirit of centering the impact measurement needs of SPOs.
Kate suggests allowing startedAtTime and endedAtTime to be blank values for observations that are "timeless" or static, as a way to not exclude them from aggregations based on specific years.
