Add cpp notebooks and CI to check them

This PR adds:

• C++ notebooks in the folder xeus-cpp
• Ci workflow that checks these notebooks if they run correctly
• environment file
• python script that executes the notebooks and checks them with the saved ones` outputs

Note: there is already a PR for the Cpp notebooks only
