chore: convert certs.yml to json for homepage

full disclosure. i supplied a copilot planning agent with the following prompt:

"this website was recently converted from jekyll to 11ty. i need to convert the certs.yml file to JSON and update the index.html to inject the information correctly"

after verifying that the plan was sound, i allowed it to execute and verify the output. running npm run lint:fix to reformat the JSON was the extent of my cleanup.
