v0.9.1: fix(cli): import sets associations.last_activated (0.9.1)

The import CLI association INSERT omitted last_activated (NOT NULL on the engrams
DB). Because import wraps memories+associations in one transaction, the constraint
failure rolled the whole import back, producing a silent empty store. Now sets
last_activated alongside created_at, matching the migrate/merge paths.
