Updates the stale risk reminder email template to a richer, styled HTML layout so reminder emails are clearer and more consistent with other branded templates.
Changes:
- Replaces the minimal HTML body with a full HTML document structure (
<head>, meta tags, title). - Adds CSS styling and a structured layout (header/content/footer, detail card, CTA button).
