Wavefront discontinued for Concourse metrics and tracing

Due to the change of Wavefront provider internally, our metrics on Wavefront no longer available.

Previouly the metrics was migrated from Grafana to Wavefront because of the lacking of tracing suport of Grafana, now it is available.

We have a grafana dashboard template for reference.
