When a group assignment is created and made available to specifics groups, TAs cannot view the assignment unless they are a member of one of the selected groups. So if an assignment is for teams only (meaning that sections will not be selected), TAs cannot view the assignment. It seems as though TAs should have the ability to view assignments they are allowed to grade. The current work around is the create a TA group and make sure that group is selected in the assignment. The drawback to this work around is the TA group now appears in the assignment submission list.
