Since 4.0.0 only released couple of days ago, making it the minimum required version will render this inaccessible to most code bases. Instead we can change the constraint to >=3.1.0 <5.0.0

Using Protobuf version 4.0.0: This update enables compatibility with the latest Protobuf version; otherwise, the application will encounter a compile-time error.
