Add tests for SSE processor server health notifications
Tests for fallback:activated and fallback:deactivated handlers:
- Server down notification delayed by 60s threshold
- Pending notification cancelled on quick recovery
- Server up sent only after server was marked as down
- Multiple servers handled independently
- Cleanup on processor stop
