Brings #122, #123, #125 from Teller v1.9.4. Adds 3 new
.github/scripts/audits + 3 newci.ymljobs + 91 unit tests + docs/DEVELOPMENT.md policy sections + version bump 0.1.0 -> 0.2.0 (this PR is the first to clear the new Version-bump gate).
